GEOTHERMAL  POWER PLANT CAPACITY CATEGORY

 Energy and Mineral Resources Minister Jero Wacik said at the opening of the Indonesia International Geothermal Convention and Exhibition in Jakarta last month (June 2013) that the government would raise the price of electricity that PLN would buy from geothermal power plants to promote business certainty.
The new pricing would be based on a power plant’s capacity and enthalpy, or heat content.

In the capacity category, power plants will be divided into five groups:

  1. over 55 MW,
  2. between 20-55 MW,
  3. between 10-20 MW,
  4. between 5-10 MW and
  5. under 5 MW.

A power plant with low-medium enthalpy, lower than 225 degrees Celsius, depending on the capacity of the power plant, will have a ceiling price range from 17 to 30 US cents per kilowatt hour (kWh) and that of high enthalpy from 11 to 28 cents per kWh

 

GEOTHERMAL FEED-IN TARIFF MECHANISM

The Feed-in Tariffs mechanism will be applied to :

  1. Geothermal license holders (IUP holder) after the issuance of Minister Regulation No.22/2012;
  2. Mining right holders, license holder or concession holder that existed before the enactment of Law No.27 Year 2003 on Geothermal who already have Power Purchase Agreement (PPA), which will increase power plant capacity on the existing agreement (PPA);
  3. Mining right holders, license holder or concession holder that existed before the enactment of Law No.27 Year 2003 on Geothermal who will extend their expired PPA;
  4. mining right holders, license holder or concession holder that existed before the enactment of Law No. 27 Year 2003 on Geothermal who already have PPA, for both who have produced or not yet produced electricity or steam, as long as all parties involved agree upon the amendment on sales price of electricity or steam; or
  5. IUP holder who will undertake PPA, as long as agreed by the parties involved and allowed by PPA to be agreed by the parties.

New Hydropower Tariff – Minister of Energy and Mineral Resources Regulation No. 19 year 2015

Under the ministerial decree, the purchase price of electricity from the Hydropower plant harnessing of reservoirs or dams or irrigation channels which construction is multipurpose with capacity up to 10 Megawatts is for hydropower plant with medium voltage up to 10 Megawatt given tariff 10.80 cents USD / kWh for year 1 up to 8, while for the 9th year until the 20th given the tariff of 6.75 cents USD / kWh.

While, for low voltage up to 250 kilowatts given tariff of 13.00 cents USD for the year 1 to year 8 when the plant begIns operations, and 8.10 cents USD for the 9th year until the 20th year.

Meanwhile, the purchase price of electricity from the Hydropower plant harnessing of stream / waterfall in the river with a capacity up to 10 Megawatts is for medium voltage given  tariff 12.00 cents USD or Rp1200 per kWh in the 1st year to the 8th.

Furthermore, for low-voltage given the tariff 14.40 cents USD / kWh and 9.00 cents USD/ kWh for the 9th year until the 20th year.

In addition, the hydropower plant also provide a deposit of 5 percent of the total investment in the hydropower development period of at least 30 working days from the date of a business entity as a management of hydropower for electricity generation.

As stated in the ministerial regulations in Chapter II of the purchase price of electric power from hydroelectric power plants with capacity up to 10 MW of Article 9 states after 30 working days business entity can not submit a certificate of deposit so that the establishment as the management of hydropower for power generation will be revoked by the Directorate General EBTKE on behalf of the Minister.
